David Chong is the founder of David Chong & Co., a Singapore law
firm, and the founder and chairman of the Portcullis TrustNet Group of
Companies. David Chong & Co. and the Portcullis TrustNet Group were
both established in 1984.
Portcullis TrustNet Group is Asia’s biggest independent group of trust
companies for comprehensive wealth administration. It is Asian-owned and
focused on Asia. It is independent because it is not owned by a bank.
It is a one-stop shop employing lawyers and accountants; trust,
foundation and company administrators and fiduciaries to offer
corporate, trustee and fund administration services to high net worth
individuals, family offices, philanthropic undertakings, private banks,
investment managers and advisers.

David was involved in establishing Labuan as a financial centre, including the drafting of the securities and other legislation.
David was instrumental in establishing the Singapore Fund Administrators
Association, and served as the Founding President of that organisation
as well as the Founding President of the Singapore Chapter of the
Society of Trust & Estate Practitioners.
Early in his career, David was a Lecturer at the National University of
Singapore, and he continues to be involved in teaching, leading many
seminars and courses. Through the Portcullis Institute, he has
established courses in Wealth Management, Trusts and Philanthropy for
the Singapore Management University and the Singapore Wealth Management
Institute.
