Philip is a founding partner of TransAsia Lawyers, managing partner of the firm’s Beijing office, and widely recognised as one of China’s top lawyers in the TMT sector. Philip has extensive experience advising on investment structuring, market entry, M&A, private financing & IPOs, regulatory compliance and partnerships. He leads the firm’s TMT practice which provides a full range of services in the broadcast media, film, publishing, Internet, telecoms and IT sectors for clients which include Amazon, Bertelsmann, Blizzard, Bloomberg, China Mobile, China Broadcasting Corp, Google, HP, New York Times, Pearson Group, RIM, Telstra, Time Warner and Yale University Press, among many others. Philip has assisted major international market leaders in the TMT sector on groundbreaking market entry initiatives and landmark transactions, including the first retail chain store and first wholesale distribution joint venture in the publishing sector, the first major foreign satellite TV channel local carriage deal and approx. one-third of all foreign-invested telecom joint ventures since China entered the WTO.

Philip has been equally active in advising Chinese entrepreneurs in these areas on major financing, partnerships, IPOs (including the US IPOs of Renren.com, Youku.com and Sohu.com) and M&A transactions (such as the Alibaba-Yahoo China merger). He is also actively involved in China’s VC and PE investment fields through his representation of leading international funds for regulatory and commercial issues across a wide array of industries (ranging from the portal, SNS, e-commerce, advertising, wireless, software, education, clean-tech and healthcare).

Philip’s major publications include: China chapter of Collective Licensing at the ISP Level (Int’l Association of Entertainment Lawyers publication, 2010); Mergers and Acquisitions in China’s New Economy Sector: Legal, Commercial, and Strategic Perspectives (Aspatore 2008); China’s Media & Entertainment Law (2007); China’s IT & Telecom Legislation (2003); China’s IT Policy & Legislation (2001); China’s Internet Policy & Legislation (1999); and Cable TV in China (Financial Times Media & Telecoms 1998). In addition to publications in specialist areas, Philip has also contributed to leading journals, including Spectrum/IEEE, The Asian Wall Street Journal and China Law & Practice and is a frequent speaker at international conferences on topics relating to PRC TMT and M&A law.

Philip has been continuously voted one of the Leading Lawyers in Asia by Asia Law & Practice for the past eight years and was also, in 2006, named one of the Top 10 IT Lawyers in China by Legal Daily. He is the vice-chairman of the Shanghai IT & Telecoms Law Association and also serves in an advisory role for the Telecoms Administration Bureau of the Ministry of Industry and Information Technology and State Administration of Radio, Film and Television (SARFT) with respect to both domestic and international TMT-related legislation.
