Background
A graduate of the Faculty of Law of Krisnadwipayana University, and
gained his Master’s degree from the University of Padjajaran, Mr
Billitea took courses as his informal education, namely the Extension
Course of Consultant of Law & Advocate, University of Indonesia,
Jakarta, 1992, Elementary Courses of Leasing, Department of Finance of
the Republic of Indonesia, 1993 and Bankruptcy Code Course, American
Institute, American Bar Association, San Francisco, the USA, 2001.
In 2002, Mr Billitea was appointed as the Legal Director of the
Indonesian Bank Restructuring Agency (IBRA) and the member of Board of
Commissioners of PT Bank Lippo Tbk. During his service in IBRA, he
represented and defended the legal interests of IBRA in many cases in
the Commercial Court, Civil Court and Anti Monopoly Court, represented
and defended the legal rights of IBRA in the Sukamto Sia bankruptcy case
the in Court of Hawaii (USA), was involved in the liquidation of BDNI
Los Angeles in Los Angeles and San Fransisco (USA), acted in IBRA’s debt
loan restructuring which was a creditor to debtors such as PT Asian
Pulp & Paper and PT Timor Putra Nasional, advised on the merger and
disposal process of several banks under IBRA’s program, including to PT
Bank Permata, advised on the liquidation of several banks under IBRA’s
program in cooperation with Bank of Indonesia (the Indonesian Central
Bank) and was involved in loan sales in IBRA.
Practice
In 2004, together with Mr M. Salim Radjiman, the former Legal Director
of PT Bank Lippo Tbk., Mr Billitea established Radjiman Billitea &
Partners. Since then, he has been practicing as an attorney by giving
legal advices to and represents the clients within the area of banking
and financial transactions, company & debt restructuring, foreign
& domestic investments, mergers & acquisitions, infrastructure
& construction, mining & energy, transportation & commercial
air transport, liquidation & dissolution, anti-monopoly issues,
property, employment issues, commercial and litigation.
The clients are, among others, PT Bank Mandiri (Persero) Tbk; PT Bank
Danamon Internasional Tbk; PT Bank CIMB Niaga Tbk; PT Bank Permata Tbk;
PT Bank Internasional Indonesia Tbk; PT Bank Mayapada Tbk; PT Bahana
Pembinaan Usaha Indonesia (Persero) and its subsidiaries; PT Penanaman
Nasional Madani (Persero) and its subsidiaries; PT Mandiri Sekuritas;
Bangkok Bank Public Limited Company; Woori Investment & Securities;
the Indonesian Central Bank (for certain cases) and Ministry of Finance
(for certain cases); PT Wahana Ottomitra Multiartha Tbk.; PT
Telekomunikasi Indonesia (Persero) Tbk.; Overseas Union Bank Limited.
Mr Billitea also has been invited by, among others, the Ministry of
Finance of the Republic of Indonesia, PT Bank Mandiri (Persero) Tbk, PT
Bank CIMB Niaga Tbk, PT Bank Danamon Tbk, PT Bank Mayapada Tbk, the
Center of Legal Research and the National Land Agency of the Republic of
Indonesia, to give legal trainings. Beside that, he has been a lecturer
at a notable university in Jakarta, Indonesia, for the subject of Law
Ethics.
